Adaptive Logistics Planning System (ALPS)
ALPS is a
web-based operational assessment software application that assists
in the rapid representation, modeling, simulation, and assessment
of courses of action (COAs). ALPS translates these COAs into
logistics plans, inventory lists, and assessments of
supportability. As an application within the Global Combat Support
System - Joint (GCSS-J) program of record, ALPS can pull real-world
data from numerous authoritative data sources. Its analysis allows
commanders to weigh assigned logistics assets against projected
needs / options and provides decision makers with rigorous findings
that are applicable to operational plans or contingencies.
ALPS provides the logistics planning and assessment capabilities
required during the concept development and plan supportability
functions with the Adaptive Planning and Execution (APEX) process
for joint and coalition operations.
CAPABILITIES
- Development of the theater logistics overview.
- Transformation of a COA into its corresponding logistics
requirements.
- Development of key aspects of the concept of logistics support
(COLS) and the logistics support plan based on the COA.
- Generation of a theater distribution projection for each
proposed COA or concept of operations (CONOPS).
- Assessment of the COLS.
- Assessment of logistics implications, opportunity costs, and
risks.
- Ability to rapidly replan based on new guidance, requirements,
or changing conditions and assumptions.
- Preparation of the logistics supportability analysis and
logistics synchronization matrix.
CORE FUNCTIONALITY
- Receive and represent a joint or coalition COA in an
objectified battlespace in which weather, maneuver, unit equipment
characteristics, and consumption / expenditure factors are
integrated.
- Move forward and backward in time to review the phases of the
COA or plan.
- Transform COA activity into a statement of logistics
requirements (SOLR) at the item level (i.e., by NSN) by unit,
phase, etc.
- Further transform the SOLR into a theater distribution
projection employing all available intra-theater air, sea, or
ground delivery assets, including host nation support.
- Easily move between the operational picture, logistics
overview, and mission view.

ALPS is a logistician's planning application within the GCSS-J
program. ALPS can leverage data from other systems within GCSS-J to
accurately project joint force logistics requirements and provide
operational unity. Through an agile development methodology, ALPS
is able to field capabilities rapidly to users via the GCSS-J First
Look Site (FLS).
ALPS can support any type of logistics operation, such as
commercial supply chain management, humanitarian disaster response,
or military contingency action.
