Tapestry Solutions Plays a Vital Role in the Hurricane Katrina Relief Efforts
SAN DIEGO, CA Oct. 8, 2006 Tapestry Solutions Inc., one of the lead developers and field support contributors of the Battle Command Sustainment Support System (BCS3), played a vital role at the onset of the relief efforts for Hurricane Katrina. At the request of the State of Louisiana, the 49th Movement Control Battalion and their parent organization, the 13th Corps Support Command (COSCOM) was called upon to help in the relief efforts. With the use of BCS3, they had the capability to assess and advise a number of civilian relief agencies and the National Guard in the management of the distribution of relief supplies, track and report movement, and near real-time distribution status by commodity at each node throughout the distribution system. BCS3 was a life-saving, cost-effective tool in this humanitarian mission.
Tapestry Solutions’ employees Jim Caldwell, Terry Josleyn, Ken Blount, Brian Wilcoxson, and Larry Urban went to New Orleans to provide the operational support for BCS3. Jim Caldwell, Lead Systems Integrator established advance party operations and identified the requirements for planning and implementation of this critical relief effort. Two days after the support request was received, Tapestry Solutions’ Field Service Engineers arrived to train the soldiers of the 49th Movement Control Battalion and 13th COSCOM to enable a handoff of BCS3 capability to support the Task Force Katrina. “To be a part of this effort was a challenge, but aware that we were making a difference in someone’s life encouraged us to get the job done quickly and proficiently,” said Jim Caldwell.
BCS3 was a solution to form an efficient tracking network through each level of the distribution system allowing FEMA and state authorities to maintain a common operating picture (COP) of the supply pipeline. They were able to report when a supply truck was dispatched and confirmed the time and date it arrived at the Regional Support Areas established by the State of Louisiana for distribution to shelters, churches, fire departments or other destination points. With the direction of the 49th Movement Control Battalion, BCS3 saved critical time, reduced vehicle usage, and improved the efficiency of the distribution operation.
